There are several modules that might provide this capablity.
I'll see what I can do this weekend. Just to help me decide, how were you planning on using it? In other words, what kinds of things would you send via email, versus just posting an announcement?
I'd been thinking I'd need to do somethiing like this in case I ever actually make a change to the site's terms of use.
